Black education did improve slightly during the early 1930s, when Governor and later Senator Huey P. Under Reconstruction, the Freedman’s Bureau had provided funds for Straight University in 1869. Four years later, the State of Louisiana established New Orleans University, which merged with Straight in 1935 to form Dillard University.
It became illegal in all southern states to teach slaves to read or write. Black people were not allowed to gather together, even for religious services, without a white person present. ”2 After the Civil War, northern troops occupied the South, and the former slaves were freed. S. government, some blacks were elected to public office. Blacks were most influential in Louisiana and in South Carolina, since those were the only two states with substantial numbers of well-educated people of African ancestry.
Bankston III is a sociologist with an interest in public education who served as a substitute teacher in New Orleans in 1993 and 1994 while doing fieldwork. Bankston has also devised and administered surveys of public school teachers during the research for this book. Stephen J. Caldas is a certified teacher in Louisiana who taught in three school districts in the state from 1981 through 1987. Caldas worked as psychometrician for the Louisiana Department of Education and had primary responsibility for developing instruments and interpreting educational statistics relating to student and school accountability.
